I would say that first enable wccp and not disable it any more explictly then what you are doing right now.. If and only if there is a bug it's in the logic that states that a wccpv2 enabled squid can operate without knowing about wccpv1. From my prespective it's wrong but doesn't state that the situation you are is is not weird to understand.
