MAC addresses only exists on the LAN segment of the network. In other words, that information dies on the 1st router it passes and as it passes through several routers to reach internet, MAC addresses do not exist and, thus, is not an useful information over internet applications.

If you cannot use IP addresses, then you'll have no other way of identifying your client than using some sort of authentication. There's SEVERAL howto's on that, you can google it easily.
