I reviewed your squid.conf..
And I am not sure what you are expecting yet..
run the command:
http_proxy=http://127.0.0.1:3128/ curl -I http://i1.ytimg.com/vi/NlmezywdxPI/default.jpg

Try these settings:

acl ytcblockdoms dstdomain redirector.c.youtube.com

acl ytcdoms dstdomain .c.youtube.com

which gives a clean:

So I assume that when youtube allow the bowser to cache it means that a refresh like this:

Should be possible.
In a case you know that a X or Y url should be kind of "stale" I would try to use ICAP to alter the responses and make sure that the client gets a stale object. Squid tries to not get into a situation that a stale object will be served to the client.
