squid 2.7stable 64bit will not use available memory

Hi friends, 


we have squid 2.7stable 64 bit installed on a box that has 12 gb memory.
we have 6 cache_dirs are configured to use 200GB each on a 300 GB disks.
currently each disk is using about 90 GB.
we have cache_mem directive to use 2GB.

However, our squid process would not consume more than 3.8GB. any pointers?
