3.2 and 3.3 do not support being _run_ on Windows. But what system the client uses is irrelevant, HTTP protocol works on all OS.

I think your problem is elsewhere. Most probably in ECN, MTU or window-scaling problems that are well known in using TCP between Windwos and other systems.
