Interesting, I would assume all traffic to be forwarded to cache_peer because of this never_direct allow all So, you will need to do some debug on squidA, to check processing of ACLs and forwarding of requests. You might start with debug_options ALL,5 33,2 28,9 for detailed debug of ACL processing.
