There is also the ID of the wccp tunnel which I have seen.
The IOS chooses automatically the highest IP address as ID for the wccp
in the router which can affect it in a way.
I had two IOS one 7200 and the other was something else which worked in
other ways.
My setup was tested and was compared to any known wccp setup I have seen
in the wiki to make sure what is right and wrong.
I do remember that there was something mentioned in cisco docs about
that wccp can be used sometimes only on outgoing part of the interface
instead of incoming but since it worked for him I hope and assume it's ok.
