Please identify how the limit is being bypassed. Since you says "connections" plural, I can take a good guess. I think you will find that downloaders like proxyfire are splitting the large object into many smaller sized pieces and requesting them separately. The result is many request+responses "range" messages with, for example 1MB bodies. Since 1MB is smaller than 40MB there is no blocking.

Note that reply body size is not the same as total object size.
