3.2.1 file descriptor is locked to 1024?

Here's what I get from mgr:info

File descriptor usage for squid:
        Maximum number of file descriptors:   1024
        Largest file desc currently in use:    755
        Number of file desc currently in use:  692
        Files queued for open:                   0
        Available number of file descriptors:  332
        Reserved number of file descriptors:   100
        Store Disk files open:                   0


and here's the squid -v output

How can I get squid 3.2.1 to use more than 1024 ?

I've verified that system  is fine, there's no per user limit either.

# cat /proc/sys/fs/file-max
199839
