Squid uses the system time() and strftime() API calls to locate UTC/GMT time details. If the values presented there are wrong your system kernel is broken somehow.

NP: the times logged by Squid is *completion* time for each request. Not start time.

The error pages are supposed to be UTC. Unless you changed them to be
local timezone or something strange.
