Depending on your requirement, you could always try the 3.2 branch. A
lot of the TOS code was rewritten in that version as part of the
implementation of the netfilter mark feature.

All I did for this "not working" patch was re-instate the original
2.6..3.1 code. As noted it is no different from earlier 3.1 releases
before the muckup.
Andrew, do you recall noticing this bug when you were writing MARK?
