I am running Squid through IE, Chrome and Firefox. Every page I load
either does not load all the way or fails to load at all. Also any
page no
matter the site that has flash content does not load the flash at
all. I
also tried Shoutcast through Winamp and every single time I start
the
stream... with in 3 seconds exactly... it stops.

Upgraded to Squid3 3.1.11 Ubuntu Repo
Got the basic setup going... Same issue with Shoutcast

Hmm, saying "write failure" this time, not just a "reset by peer".
Try checking for MTU, ECN or firewall issues with the Squid->client
part of connections.
Also, try a packet capture of that link and see what is going on there
at the TCP level.
