Can't be configured unfortuately. Squid does not generate If-None-Match itself, but relays them on from the client. We have a bug open about this (http://bugs.squid-cache.org/show_bug.cgi?id=2112) and Alex was plnning to work on it a while back. I have mailed him to find out what the status is.

This is not the type of thing qualifying for 3.0. But, depending on how the development and testing goes 3.1 still has a small chance of supporting it in future.
