? something is really screwed at that server. HTTP/1.1 only contains bandwidth optimization features, none would normally lead to that Apache "Forbidden" message.
Alternatively, you can upgrade to a current Squid-3.1 where HTTP/1.1 is supported even more than in 2.7.
I am sure about this issue being caused due to this issue, because on 2.7 if I disable server_http11 I again get the forbidden message and turning it on allows the website to load normally.
