Sounds like a bug. First step, upgrade to a current release. 3.1.10 is pretty dated by now (a year to be exact). Current release is 3.1.17. Then if you still see this, please run /path/to/sbin/squid -k debug ; sleep 5; /path/to/sbin/squid -k debug then file a bug report at bugs.squid-cache.org describing the problem and attach your cache.log.
