Please can you try something like this 

delay_pools 1
delay_class 1 1

delay_access 1 allow all
delay_parameters 1 1000000/1000000 

And report the result here

For me with 400/450 r/s the bandwidth increase beyond 40 Mbits, maybe there is a problem with acl and 3.2 ?
