I need expert advice

we cant access
www.go2uti.com form our squid 2.6.STABLE6 on CentOS 5

this is the log .


 TCP_NEGATIVE_HIT/403 659 GET
http://www.go2uti.com/ - NONE/- text/html



we can access it without squid. what could be the issue... ?
