proxy the providers proxy, but does not work when our proxy is set.

I would like to config squid the way that client packets that go to
www.ecmbz.it are not touched by squid but simply passed to our peer
proxy.
Is this possible ?

Yes of course. You already mentioned doing so, "set as proxy the providers proxy".

To resolve it you still need to diagnose what the problem actually is. Why is one squid working, but the other not?
