It's been discussed from time to time if we should stop doing this, with
no final conclusion. But I think I agree that adding max-age adds more
confusion than it fixes.

The code in question is in http.cc
HttpStateData::httpBuildRequestHeader(). Look for "Add max-age only".
(line 1789 in trunk today)
