squid3 timeouts after bootup

I am using squid3 (Version 3.0.STABLE8) on Debian Lenny,
squid gets ERR_CONNECT_FAIL after the initial power up on my machine but if I
do a restart (/etc/init.d/squid3 restart) then all is well.  Excerpts from
cache.log below:

Right after boot up...

This should not be necessary.  Any ideas about why this happens?
