I Think my problem is solved.
It wasn't in my config.
I've just added this line, and started to see UDP packets between the two nodes.

Do you have anything else You recomment to put in when you have 2 nodes ?

while it's wotsh trying 3.1.8, i doubt your problem will be due to 3.0.
Do you have icap_port enabled?
