At this point I'm asking if there's any workaround for this.. I mean: is it possible to make "quick_abort_min" to be set to -1 only for windows updates,
and have it behave normally for the rest of the websites?

Not with the current Squid. Sorry.
There is a patch on my TODO list to add ACL support to
range_offset_limit, but nothing yet for quick-abort.
