In short: The website is screwed.
1) The resource doesn't send Vary consistently.
2) The ETag doesn't change between representations.
But is there a way around this? Maybe "always direct"? or no_cache?
Oops, sorry. "cache deny " will stop your Squid from participating in
the problem.
Still, contact the webmaster. They should be able to do much better.
