Sounds like the following settings may work for you
prefer_direct off
nonhierarchical_direct off
Or alternatively separate monitoring of the parent and automatic
reconfiguration of Squid when you detect it's down.

Thank's a lot, tomorrow i try this solution,
only an explanation about my point 2. when parent proxy is going well
(is up), http and https request must passing through it, not only https.
