Unfortunately there are a lot of broken servers and websites around which does make it 'normal' though not 'good'. >From what I can tell the non-dynamic requests all have broken variant encodings and ETags. When update requests are sent to the server it sends back a whole new copy which will cause useless RELEASE and storage of the new one.
