Sorry,
I completely miss that.
I was reading, and I don't have that kernel command on the squid server:

cisne:~# cat /proc/sys/net/ipv4/tcp_default_win_scale
cat: /proc/sys/net/ipv4/tcp_default_win_scale: No such file or directory
cisne:~#

More ideias?
PS: the problem is in all machines on the local network.
