If you download and compile 2.7 HEAD the patch has been applied.
There is a new configuration option in squid.conf.
"auth_param basic utf8" set it to on
auth_param basic utf8 on
It works for me with the swedish characters. Good luck.
FYI: 2.HEAD or 3.1 betas.
Though the docs were omitted from the 3.1 release notes somehow :(
