I would hope nothing in OS is needed. But I don't know RHEL very well.
The option is equivalent to --with-maxfd from 2.6. With the same usage and related settings.

Check you are using the configure option: --with-filedescriptors=N
3.0 uses a different option name than 2.6 did.
