It's the median response time of all responses completed within a 5
minutes period, so if there is ANY traffic at around the time when the
download finished then Squid won't even notice the download response
time. The problem only arises if there is no other traffic at the time.

Note: The median of 1,2,2,3,4,5,1000000000 is 3
