Depends on the exact ZPH functionality you want. Most of it was
included. Only the pass-thru capability was left out for
architectural reasons.
You will most likely need squid.conf changes to match the accepted
2.7 config options.
I need to say: *zph_tos_local 0x10* in my squid.conf, which I cannot
do in squid 2.6.x unless I make patch to source using
http://zph.bratcheda.org/squid-2.6.STABLE2-ToS_Hit_ToS_Preserve.patch.

That part has been merged. The config option for it has changed to
"zph_local 0x10"
