Can 3.x's URL limit be safely changed at compile time?

Indeed. Squid supports URL sizes up to 4KB.
This is defined by MAX_URL in defines.h, but I can not guarantee that
it's safe to change this.

This has been changed to allow up to 8KB URL from 3.0 stable 5.
