Ah, well you seem to have all the settings needed to trigger a bug in Apache. Start by trying with this option to let squid ignore it: http://www.squid-cache.org/Versions/v2/2.6/cfgman/broken_vary_encoding.html If the problems remains it may be a bug in squid and we shall test it further.
