CPU and RAM limited. It's stored in a splay tree so the limits are rather high and dwarfed by the cache index in most cases. I would expect high hundreds of thousands somewhere. Under 26MB list per 100K domains, with an N(log-2) access.

The first would be best to use a dstdomain acl, the latter requires a
url_regex acl.  Just be ready to step in and remove the url_regex if it
causes performance issues.
