Never mind. I found the header_replace configuration entry.

I have a customer who's having a problem using our web application.
The issue is that his browser is sending the wrong accept-language value.
The browsers are sending "en-us" when they really should be sending "it".
This causes certain locale sensitive portions of our web calendar to
do the calendar in English, and use Sunday as the first day of the
week, rather than Monday.
The browsers are on a thin client system and don't allow setting the
language. IE 5.5, yuck.
I was wondering if there was a way that Squid could be used to force
the accept-language headers from all clients to be something better,
say "it,en_us,en".
