A typical HTTP request takes at least 2-3 RTT latency. 1 RTT for SYN,SYN+ACK Then at least one more RTT to send the request, plus the time it takes to deliver the response. I would suggest using something like high_response_time_warning 6000 persistent connections cuts a bit of this, but not all, and there is also many high-profile web sites not supporting persistent connections.
