You can just configure dansguardian to use your ISPs proxy as a parent.
All "parent" means in this setting is dansguardian will funnel all
requests through that proxy server just like any user agent would.

Also note, if you HAVE to use the ISP proxy to get internet access, look into the never_direct option (http://wiki.squid-cache.org/SquidFaq/ConfiguringSquid#head-c050a0a0382c01fbfb9da7e9c18d58bafd4eb027).
