At the same time? Same process? Not sure but you can run multiple processes.
.. just tel squid to use a diff config file.

can i have the Reverse Proxy and the Normal Proxy togather at the same time?

which i like to use the Reverse Proxy to let outsider to browse my backend 
web server, and at the same time, my internal user can use that proxy to 
surf net ...
