or
logformat Squid "%{%m/%d/%Y %H:%M:%S}tl"

Under logformat in squid.conf, I use "%{%m/%d/%Y %H:%M:%S}tl" which will
format into localtime. No need then to convert from GMT.
It will look like this: 04/03/2007 07:46:31
