Design a delay_pools policy...

Hello,

I have an Intranet with a (new) Squid3 caching proxy server.

The Intranet IPs are in the 192.168.0.x range, and the router throttles all 
connections to the Internet down to 64KB/s.

The proxy server however, has full-speed Internet access with its IP 
192.168.0.22.

But now everybody has full-speed Internet access for web browsing through the 
proxy, which is an unwanted situation...

How can I prevent everybody from having full-speed Internet access except for 
a number of IPs (the managers ;)), say 192.168.0.54 and 192.168.0.79?

Also, there should be no speed limitation when connecting to local IPs and 
domains, for example 192.168.x.x, abc.com and def.com.

I've been trying all day to get it to work with delay_pools, but to no avail. 

I had throttling enabled successfully for all IPs except .54 and .79, but I 
couldn't work out how to disable throttling for the local IPs and domains.

Can somebody provide me with an example for my situation? Is it possible at 
all to do this?
