The fact that you see nothing in tcpdump is disturbing. This means that
either

a) The router is broken and doesn't actually forward the redirected
packets to the cache server.

or

b) Something very early in the packet processing on the cache server
discards the packets before even tcpdump has a chance to see them..

I guess the most failsafe method to tell the two apart is to use a
packet sniffer between the router and the cache server. If you have an
old hub around this is very easy, just connect the hub between the
router/switch and the cache server, and connect another computer running
tcpdump or another packet sniffer to the same hub.
