the 90 and 95 are ok. Note that they mean percentage of sice configured in
squid, not percentage of disk usage. you probably shouldn't have more than
30000 KB configured on each cache_dir (maybe even a bit less).

if you hit cache_swap_high percent of configured disk space, squid will
start removing objects according to replacement_policy.
Users shouldn't notice unless your disks are too slow, which shouldn't be
the case for you.
