This was fixed in 2.6.STABLE5. In 2.6.STABLE1 & 2 delay pools is quite broken, often resulting in unlimited bandwidth. This was fixed in STABLE3. In 2.5.STABLE12 and earlier "squid -k reconfigure" is broken, doubling the restore rate on each "squid -k reconfigure". This was fixed in 2.5.STABLE13. > Have you tested it?
