which would be 60 min / 1 hour.
it's definately not doing that, I've tried to set a TTL to 60 and I get no
results with that either.
its quite frustrating. Anything else I can do to troubleshoot ?

As you didn't specify a ttl= a default of 3600 is used by Squid. After
that it will ask the LDAP directory again via the helper.
