The FD count will grow because your cache is being used more and your bandwidth is being utilised. I doubt the FD count is the source of your slow internet - I think its just a byproduct of it. Do you have a graph of your internet connectivity? I personally run cacti at home to monitor my ADSL uplink and local network. I also run smokeping to measure network latency and packet loss.
