only time for his pool to refill at the refill rate. Delay pools is a
limited credit/debit like system. The pool is filled with new bandwidth
bits at the refill rate, and emptied at the download rate. When the pool
is completely drained download speed gets limited to the refill rate.
Using less, and credits start to build up. Using more and the pool
starts to empty again..
