Expression list help

Dear sir 
 i am facing problems regarding defining expression list can you help me out here ?

here is my conf file, now i want to block .exe .mp3 downloads to a specific collection of ip address list present in a file called packb.txt, i suppose this can be done via below option can you wirte it down for me ? i am doing it the first time so confused, will be very greatfull.
