TIMEOUT_DIRECT indicates the peer didn't respond to the ICP query in a
timely fashion.

If the peers are very close the automatic timing calculation can get
very sensitive. You can dampen this with the icp_query_timeout option
specifying a fixed timeout. (we really should have a
minimum_icp_query_timeout option, but there is none..)
