Running as a user or as service should don't care, so may be a parsing problem. Do you have configured cachemgr.cgi on your machine ? http://wiki.squid-cache.org/SquidFaq/CacheManager If yes, check in "Current Squid Configuration" if the in-memory configuration is as expected.
