I don't have answer for your question. But I want ask few questions on
Delay Pool.

When you implement Delay pool for each user and limit bandwidth to
128kbps for each user, then how does it react for normal http browsing
traffic. Does it bypass normal http browsing traffic and apply 128k
limit on heavy download, if yes then what is the criteria for defining
heavy download and a heavy download.

I am running Squid as a transparent Proxy and it all seems to work Ok. I
am now trying to limit the bandwidth usage of certain users and I am
using the example in 19.8 to limit a single user to 128 Kbps. Is there a
option on the debug_options that I can enable so that I can see if it is
actually working. Or is there another way to test.
