Delay Pool Configuration

Hi

I need some help on delay pool configuration.

I have a big subnet 10.18.0.0/16 which I use for my 1st group of
customers. I assign /27 block to my customers. So I subnet further
10.18.0.0/16 and assign 10.18.1.0/27 , 10.18.1.32/27 etc to my
customers. 
Same way I have 10.19.0.0/16 which I use for 2nd group of customers and
I assign /27 block to my customers. So I use 10.19.1.0/27 ,
10.19.1.32/27, 10.19.1.64/27 etc.

I want to achieve below things using delay pool. 

1. Each customer from Group 1 should get 128 kbps bandwidth. So
bandwidth should be assigned to /27 subnet. If there is 1 PC online in
that subnet then 128 kbps should be assigned to that PC. If there are 4
PC online in that subnet then 128 kbps should be shared by all 4 PC.
2.  Each customer from Group 2 should get 256 kbps bandwidth. So
bandwidth should be assigned to /27 subnet. If there is 1 PC online in
that subnet then 256 kbps should be assigned to that PC. If there are 4
PC online in that subnet then 256 kbps should be shared by all 4 PC.

Is it possible to achieve this using delay Pool ? If yes then how? What
will be delay pool configuration?
